Modding How hard to unlock all 25 tiles via a mod? So basically as big as a Cities Skylines map with all tiles unlocked. It seemed huge at first to me. Cities Skylines allows you a maximum of 9 tiles from the total of 25, with this mod you can unlock ALL 25 TILES.
